Abstract
The impact of the COVID-19 pandemic on the cultural
sector presents considerable challenges. In particular,
the access gap to cultural offerings concerning
Socioeconomic Status (SES) could severely worsen. In
this context, demand-side, interventionist policies could
play a central role in cultural consumption recovery in
the months to come. “Cultural Pass” is a public policy
implemented in 2018 by the Ministry of Culture of the
Government of the Autonomous City of Buenos Aires
to promote cultural consumption among adolescents
between 16 and 19 years old from public secondary
schools. It consists of a regular monetary transfer that
can be used exclusively to purchase cultural goods
and services. Analysis of the uptake and use of this
programme, especially for the adolescents from the
lowest SES deciles is essential to refine this policy and
implement it in new cities across Latin America. The face-
to-face enrolment strategy accounts for a high percentage
of those enrolled in the programme, and access to the
programme by the lowest SES deciles is explained to a
greater extent by this strategy.
